The 2008 and 2009 Arizona State Budgets (May 13, 2008)

How do we smooth out the peaks and valleys of the Arizona tax system?
Lawmakers and Gov. Napolitano finally hammered out a budget for 2008 late in the session, between the rock of falling revenues and the hard place of a worsening picture for 2009.

The 2008 agreement drained part of the rainy day fund, moved bills back rather than paying them, and didn't come together until the passing months reduced the effects of the changes. So, 2009 looks like 2008, except exponentially tougher!
